ABOUT THE RETP PROGRAMME

PMSA does not offer training programmes. Instead, as an autonomous professional association, PMSA recognises the offerings of a range of education and training providers that focus on developing project managers and those in related disciplines. This recognition forms the basis of the PMSA Recognised Education and Training Provider (RETP) Programme. In a nutshell, the RETP Programme is designed to assist recognised providers to reach potential stakeholders, and for those seeking to expand their knowledge or skills in project management to identify an appropriate provider.

The information on this page is relevant to representatives of training and education providers with an interest in aligning their organisation to PMSA's RETP programme. Those seeking course information on the offerings of Recognised Education and Training Providers are requested to visit the 'list of providers' section of the website.

The RETP Programme exists as a membership category that specifies regulations, standards, benefits and criteria for applicants, and members of the RETP programme enjoy a public face on PMSA's website and other communciation channels. Like individual membership categories, the RETP Programme has different status levels. Applicants can therefore register as SIlver, Gold or Platinum providers. It is important to note that all recognised providers, regardless of status level, meet certain fundamental criteria, however higher status levels are applicable to those providers who have applied to be recognised at Gold or Platinum level and met the relevant criteria related to the period of time they have been providing their services to the PM industry and the scope of their PM instruction programme/s.

Programme Objectives

The objectives of the RETP programme are as follows:

  • To promote professional development in project management and its related disciplines
  • To align the various elements of the career path for project management and its related disciplines to the offerings of education and training providers.
  • To provide context for the stakeholders in education and training service provision and consumption.
  • To provide a framework against which the companies and institutions offering education and training, and their products, can be assessed in order to promote high standards.
  • To provide a framework against which the specific offerings of companies and institutions offering education and training can be assessed in order to promote credibility.

Types of Recognition

The PMSA RETP Programme is divided into two components: (i) Organisational Recognition; and (ii) Programme Recognition. The differences and requirements are explained in the table below:

(i) Organisational Recognition

(ii) Programme Recognition

Purpose Organisational recognition verifies that an education or training provider is a legitimate and credible concern that meets the required standards expected from such a provider. This allows the provider to be promoted and supported through this category of PMSA membership and its associated benefits and supports the broader objective of promoting professional development in project management in various ways. Programme recognition is associated with specific courses offered by recognised education and training providers and where relevant aligning these to the requirements for professional registration and other aspects of the Framework for a Career Path in Project Management. This allows Recognised providers to associate their offerings with industry requirements and obtain a PMSA endorsement of a specific course.

 Evaluation
On application by the prospective education or training provider, PMSA will evaluate them as a going concern conforming to the code of ethics and complying with the required criteria in terms of Course Offerings; Programme Purpose, Instructional Methodology; Assessment; Programme Attendance; Evaluation; Instructor Qualifications; and Instructional Environment. Specific course offerings will be evaluated by nominated subject matter experts according to criteria associated with education and training standards; prevailing standards and methodologies relevant to project management; as well as alignment to the criteria for registered designations and the PMSA Framework for a Career Path in Project Management
Mark of Endorsement

Recognised Education and Training Providers will be issued with a certificate and an RETP logo that identifies them as having PMSA recognition as a legitimate education or training provider only. This logo may be included on promotional material of the company in general, but may not be used in such a way as to imply that a specific course offering has PMSA endorsement. The RETP listing on the PMSA website and in other promotional material will imply recognition, and course offerings and company details will be reflected as per the benefits of the RETP programme.

 

On approval of specific courses, the RETP is permitted to indicate on certificates, course material and relevant promotional material that the particular course is endorsed by PMSA. After initial approval, the RETP is, however, expected to comply with the terms and conditions of the endorsement, which includes, amongst others, detailed alignment to the PMSA Framework for a Career Path in Project Management, and advance notification of any fundamental changes in an endorsed course. (These details will be specified in the relevant application documentation)

 

Assessment

Initial applications are assessed by the relevant PMSA administrator. Final assessment will be made following an online review of material submitted and a site visit by a nominated assessor.

 

Applications will be invited twice annually and will be required to comply with specific requirements and be evaluated by appointed assessors.

 

 

How to apply / renew

Existing and prospective RETPs are invited to complete the application / reapplication process prior to the programme’s annual renewal date of 1 March.

Applications will be invited from those that have achieved organisational recognition.

 

   

NOTE:Member organisations and institutions may apply for Organisational Recognition without Programme Recognition, however, only those with Organisational Recognition may apply for Programme Recognition

Qualifying criteria

  • Organisation must have been offering training / education in Project Management for a minimum of TEN years
  • Organisation must offer a minimum of FIVE courses relevant to the discipline of project management
  • Training provider supports PMSA's objective of fostering professionalism in project management by subscribing course attendees to PMSA registered designations or voluntary membership categories* and include this in the relevant course fee.

Application / Renewal Form Guidelines

All applicants are required to complete all sections of the online application and upload the necessary supporting documentation. The company / institution is evaluated on the following:

 



OFFERINGS PORTFOLIO DESCRIPTION
Provide a summary of your course portfolio. Provide information to describe how the content of each programme being offered is relevant to the field of project, programme or portfolio management and addresses one or more of the knowledge or process areas similar to those described in prevailing global standards or methodologies such as "A Guide to the Project Management Body of Knowledge” (PMBoK® Guide), the IPMA Competency Baseline (ICB®) or PRINCE2® Methodology. Where appropriate, the process and knowledge area(s) covered by the programme(s) should be clearly designated by the Provider.
PROGRAMME PURPOSE Describe the target audience of the programme and explain the specific purpose(s) of the programme(s) being offered based upon the identified learning needs of the target audience.The applicant is required to provide the following information per programme offering:Target audienceEntry pre-requisites (philosophy)PurposeLevel – introductory / intermediate / advanced / NQFOutcome – briefly what is achieved by this offering
INSTRUCTIONAL METHODOLOGY Describe the learning objectives, type(s) of instructional strategies, and methods of participant interaction to be used during the programme(s). ASSESSMENT Provide information about how the candidates are assessed, i.e. by means of assignments, tests, examinations and any other evaluation which takes place and identify the required outcomes for passing the programme. Describe the course verification, i.e. are participants issued with an attendance certificate / qualification as outcome of assessment. Explain the Quality control practice for assessment – who sets it, who conducts it and is it moderated?
PROGRAMME ATTENDANCE Explain the process and technology applied to maintain records of attendance at all programmes offered, in compliance with the requirement to maintain records for a minimal period of one (1) year after the concluding date of each specific programme. Describe the penalties for non-attendance.
PROGRAMME FEEDBACK & EVALUATION Explain the systematic methods of feedback and evaluation used to judge the effectiveness of the learning experience(s) and instructor(s) in achieving the stated purpose(s) of the programme(s), and to make any necessary improvements in overall programme delivery. How is the feedback used to improve importance?
INSTRUCTOR QUALIFICATIONS Provide information highlighting that appropriately qualified personnel are involved in all aspects of the planning and delivery of the programme(s) being offered. This would be individual resumes reflecting knowledge and experience in tuition and application of their area of expertise.To this end, planning and delivery shall involve individuals qualified by expert knowledge in the field of project management as evidenced by demonstrated experience and/or professional education in the field.
What the grading committee will look for:
Appropriately qualified facilitators
Process used to identify instructors. How expertise is matched to requirement.
Actions taken to develop instructors over time.
INSTRUCTIONAL ENVIRONMENT / LEARNER SUPPORT Describe the instructional environment and explain how it is conducive to continuing professional education and training, and supports both the learning needs of the participants and the objectives of the programme.
OPERATIONAL ETHICS In addition to having signed the PMSA RETP Code of Ethics, it is necessary to provide information about your organisational ethics and codes of conduct or standards subscribed to that demonstrate a legal and ethical approach that respects the rights and worth of all participants, and that neither the content nor marketing of the programme can be deemed misleading in any manner. In addition, explain your complaints / appeals process.

STEPS TO BECOMING A RETP

  1. Familiarise yourself with the contents of this page and the attached guidelines
  2. Proceed to the membership registration page and select 'Apply as RETP'
  3. Complete and submit the application form
  4. A profile will be created for you on the member management system.
  5. You will receive a login and password for your member profile.
  6. You are required to upload your supporting documents to your member profile.
  7. You are required to pay your grading fee.
  8. Once the payment has been reconciled, the documents will be put forward to a grading panel.
  9. This grading panel will make an initial evaluation of your material. If satisfied, a site visit will be scheduled.
  10. You will be advised regarding what to prepare for the site visit.
  11. The site visit will be conducted.
  12. On approval by the grading panel, you will be invoiced for the annual RETP membership fee.
  13. On payment of this fee, you will be provided with a letter of good standing, and a logo for use on your material.
  14. A certificate will be ordered and posted to you.
